The Senior Service Planner/Scheduler is responsible for developing and analyzing innovative transit service plans and operating schedules that enhance cost-efficiency and customer satisfaction. This role involves regular data analysis, schedule optimization, stakeholder collaboration, and quality assurance to ensure reliable and effective transit operations.

DUTIES & RESPONSIBILITIES:

Transit Service Planning and Analysis

Develop and optimize strategic service plans and operating schedules to drive continuous operational improvement.

  • Develop short to mid-range service plans aligned with agency goals.
  • Analyze ridership trends, demographic data, and traffic surveys to identify service improvement opportunities.
  • Generate and evaluate computerized run cuts, schedule alternatives, and detailed operating schedules (including special event timetables and annual service plans).
  • Address route modifications, service discontinuations, and capacity adjustments to maintain cost-effective operations.
  • Track key performance indicators for transit services and adjust plans based on real-time data and feedback.
  • Work closely with cross-functional teams to ensure that proposed schedules are feasible and sustainable.
  • Participate in and review long-term planning studies regarding capacity requirements, service configuration, level of service, and network integration, and make specific recommendations.
  • Conduct research, analyze data, and prepare reports. Utilize analyses to make recommendations for service and various projects/studies.

Stakeholder Engagement and Quality Assurance

Represent the agency externally and ensure high-quality transit scheduling through robust quality assurance practices.

  • Serve as a liaison with public agencies, Transportation Management Organizations, and community groups to discuss transit service modifications.
  • Participate in Major Investment Studies (MIS) and capital projects, providing insights on fixed guideway systems and feeder networks.
  • Implement quality assurance procedures to monitor and enhance scheduling accuracy and efficiency.
  • Prepare and present comprehensive service performance reports and schedule updates to internal and external stakeholders.
  • Actively solicit and integrate feedback from community groups and partner agencies to refine service plans.

Team Management and Leadership

Lead and develop a high-performing planning team.

  • Foster a collaborating environment that encourages innovation, continuous improvement, and effective teamwork.
  • Recruit subordinate staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures.  Conduct performance reviews, and hold employees accountable for the performance of their positions.

QUALIFICATIONS:

Required

  • Bachelor's degree in Transportation, Urban/Architectural Planning, Engineering, Business Administration, or a related field.
  • Minimum of five (5) years of combined experience in transit service planning and scheduling, transit operations, transportation demand management, transportation planning techniques, and/or run cutting techniques and methods.
  • Proficiency in manual and computerized schedule making techniques.
  • Competence in transit planning and scheduling software (e.g. Trapeze, Hastus, Remix, or similar).
  • Ability to utilize GIS software (e.g. ArcView, ArcMap).
  • Proficiency in quality assurance methods used in schedule production.
  • Working knowledge of statistical principles and survey techniques.
  • Valid Colorado Driver's License.

Preferred

  • Prior experience in team leadership, supervision, or employee mentoring.
  • Proven experience in stakeholder engagement, preferably within the transportation sector.
  • Additional certifications in transit planning, scheduling, or management.

Knowledge, Skills, and Abilities

  • Strong analytical skills with the ability to interpret data regarding ridership, demographics, traffic surveys, maps, costs, and revenues.
  • Excellent oral and written communication skills with effective presentation skills.
  • Strong time management skills with the ability to plan, organize, and prioritize work while meeting multiple deadlines.
  • Expertise in transit planning, scheduling, and run cutting techniques.
  • Effective team management and leadership skills, including team coaching, performance management, and recruitment.
  • Exceptional organizational skills and meticulous attention to detail.
  • Ability to exercise independent judgement in solving complex problems using logical reasoning.
  • Ability to work independently and collaboratively in a dynamic, fast-paced environment.

Pay Range:

$100,284.00 - $141,650.25 Annual
