(Sr./Lead) Engineer I (II) (Engineering)

The (Sr./Lead) Engineer position facilitates the implementation activities for all new Regional Transmission Expansion Plan (RTEP) projects to ensure the long-term reliability and adequacy of the PJM system. The (Sr./Lead) Engineer) will also support the competitive transmission solicitation process that PJM implemented in response to FERC Order 1000. Through this process, PJM provides a platform by which transmission developers validate, review and provide competitive transmission solutions for reliability criteria violations as well as market efficiency analysis of the PJM system. Transmission Policy and Project Management plays a key role in the proposal evaluation and selection process. Key competitive evaluation elements include designated entity evaluation, overall project constructability and cost containment evaluation.
Essential Functions:
Apply a strong working knowledge of the OATT and OA to effectively manage RTEP project issues and implement project controls as outlined in PJM Manual 14C.
Support the competitive transmission solicitation process that PJM implemented in response to FERC Order 1000, including constructability and cost evaluations of competitive FERC Order 1000 project proposals as outlined in the PJM OA and PJM Manual 14F.
-Develop collaborative relationships with Transmission Owner counterparts to ensure regular milestone updates for RTEP projects within assigned Transmission Owner territories. Provide timely updates of RTEP project status for PJM database tracking and PJM management reports.
-Use project management approach for coordinating the implementation of baseline reliability upgrades, Transmission Owner Identified upgrades and Supplemental Upgrades. Perform project management functions related to establishing milestone schedules and detailed schedules as required, along with monitoring achievement of milestones and critical path tasks from engineering & design through construction and project in-service date.
Proactively work with other members of the applicable PJM divisions to coordinate RTEP project integration activities. Examples of key tasks include outage planning, and EMS model coordination.
Travel to construction sites and project meetings to review the project status of RTEP transmission projects within the PJM Transmission Owner territories.
Develop and implement tactical plans consistent with the division/department strategy, including documentation of processes, development of infrastructure integration metrics, and customized internal communication plans.
Review the applicable portions of the OATT and OA, and consult with management and Legal as required to improve the Tariff to better serve the objectives of the Transmission Owners, and PJM.
Coordinate with PJM Procurement to retain and coordinate competitive cost and constructability consultants
Develop and Mentor less experienced Engineers and provide training and guidance.
Characteristics & Qualifications:
Required:
BS, Engineering or equivalent work experience
At least 5 years of experience In an engineering functional role
At least 5 years of experience project controls, including project scheduling, cost estimating, and scope change management
At least 5 years of experience project management experience, involving coordination of multi-disciplined organizations related to utility engineering, operation and construction projects, and operating within budget
Ability to produce high-quality work products with attention to detail
Ability to visualize and solve complex problems
Experience managing projects
Preferred:
MBA, Business Administration
At least 5 years of experience major substation and transmission line construction, operation and maintenance
Experience with PJM operations, markets, and planning functions
