Chief Financial Officer/CONTROLLER (TREASURER) (Project Management)



JOB TITLE: Chief Financial Officer/Controller DEPT: President Office

JOB PURPOSE AND REPORTING STRUCTURE: The Chief Financial Officer (CFO) is directly responsible to the President and advises on all fiscal matters pertaining to the College. The CFO provides executive leadership and guidance related to financial matters. The CFO accountable for the administration of all financial operations of the College, management and operation of accounting, accounts receivable, accounts payable, student accounts, collections, payroll, financial statement preparation, and investing. The CFO is also responsible for developing standards, policies, and procedures relating to the financial operations of the College and ensuring proper legal and regulatory compliance. The CFO serves as the treasurer of the College and liaison to the Board of Trustees audit and finance committees.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Financial Reporting and Planning

  • Prepares and maintains long-term financial forecasts for all the Colleges funds. Monitors both short and long-term internal and external financial operational developments to ensure that forecasts are current and accurate.
  • Contributes to the College meeting its strategic objectives by assisting Vice Presidents and department heads in conducting financial analysis of current and proposed activities.
  • Oversees preparation of monthly financial statements for the College.
  • Reports the financial condition of the College to the Board of Trustees, other governmental agencies, and the College president and administrators on a regular basis.
  • Establishes, coordinates, maintains, and systematically review the process evaluation of the College programs and activities; serves as a resource to the College personnel in determining the cost effectiveness of current and proposed initiatives.

Investment, Cash and Debt Management

  • Monitors cash flow. Oversees investment activities to ensure appropriate supply of cash at highest possible yield while complying with statutory limitations on types of investments.
  • Coordinates and monitors debt issuance with financial advisors.
  • Ensures the timely collection of accounts receivable.
  • Monitors cash reserves to provide maximum practical protection.

Business Services

  • Provides oversight and advice regarding the College financial risk.
  • Coordinates the purchasing activities of the College
  • Participates in and provides research data for activities related to employment contracts and negotiations.
  • Ensures that the College is in compliance with financial regulatory, legal, administrative, collectively bargained, contractual, procedural and accounting standards.

QUALIFICATIONS:

  • EDUCATION and/or EXPERIENCE: Bachelors required, preferred Masters degree in finance, accounting, business administration or related field (professional licensure with experience may be substituted); Strong higher education experience preferred; Knowledge of federal and state grant regulations for accounting and reporting requirements; Knowledge of federal and state regulations regarding financial aid; Progressive responsibilities in finance-based positions; Demonstrated expertise in technology applications for business and finance; Knowledge of finance, business law, auditing, capital construction, facilities, budgeting and human resources; Experience developing and administering fiscal plans, financial systems, policies and procedures, and project planning within a sustainable budgeting model; Ability to create user friendly reporting and incentives for budget managers to use resources wisely; Sophisticated analytical skills and ability to use data and information effectively in planning and decision-making; Excellent speaking and writing skills;

Additional Qualifications & Requirements:

  • Preference will be given to candidates with an MBA in Finance and the Certified Public Accountant or Certified Management Accountant designation
  • Strong work ethic and ability to communicate effectively verbally and in writing.
  • Strong organizational and time management skills.
  • Proven ability to train, manage and motivate staff to set and achieve goals;
  • Ability to manage a variety of responsibilities with energy, flexibility, and attention to detail;
  • Flexibility to work some weekends and evenings to meet the objectives of the position and the needs of the College.
  • Requires some walking and ability to climb stairs, sitting long periods of time, ability to lift up to 10lbs. 1% of the times and minimum travel. Some nights and weekends may be needed.
