Principal System Operator (Construction)



Work Arrangement: On-Site

The Principal System Operator leads the coordination of all work (tools, processes and procedures) that is necessary to support the efficient and effective dispatch operation of PJM, provides future as well as real-time planning, decision analysis, and coordinates the appropriate actions to ensure the reliability and stability of the electric grid to support the minute to minute operations of the PJM Control Rooms. The Principal System Operator is an expert that assumes responsibility for the safe and reliable operation of the bulk interconnected transmission system in accordance with NERC/Regional standards and practices as well as PJM Governing Documents/manuals and procedures with a strategic eye toward future requirements/necessary changes. The Principal System Operator provides direct coordination guidance for the shift supervisors . The Principal System Operator will play an active role into the stakeholder process and advocating and support real time system operations. The Principal System Operator will engage with operations staff to evaluate and communicate near term capacity planning projections and emergency procedure preparations for the 7-10 day operating period.

Essential Functions:

  • Maintain power system reliability by ensuring operations are in compliance with applicable NERC standards and PJM operating and emergency procedures.

  • Responsible for PJM's reliable and efficient system operations by coordinating the real-time operation of the bulk power electrical system and markets.

  • Provides coordination, leadership and direction to Valley Forge and Milford System Operators through:

  • Demonstrated expertise in PJM tools, processes and procedures.

  • Responsible for recognizing, leading/coordinating the development of new tools, processes, procedures or changes to existing tools, processes, and procedures.

  • Effective leadership demonstrating interpersonal savvy, strong communication skills, active listening and customer focus in order to build strong customer relationships with internal support (markets, operations, training, IT) and external (FERC, NERC, RF, Transmission Owner, Generation Owners and PJM stakeholders) customers.

  • Demonstrated ability to strategically identify, process, and manage complex changes in order to ensure dispatch is prepared for future grid operations

  • Coordinate and prepare near term capacity projections for 7 – 10 days out including wind & solar resource uncertainty and risk

  • Assertive in providing current and future real-time guidance

  • Capable of providing constructive feedback in counseling/development sessions

  • Develop and implement training programs

  • Perform risk assessments related to uncertainty of wind and solar and cold weather operating limit data

  • Able to identify document, communicate, and resolve current and future real-time operating issues

  • Able to identify, document and present proposed enhancements to operator instructions processes and tools

  • Maintain NERC/PJM Certification with the ability to serve as the on-shift Shift Supervisor (if needed), overseeing the Reliability Coordinator, Transmission Operator and Balancing Authority function for the PJM RTO in real time

  • Provide PJM leadership for the System Operations Subcommittee (Transmission and Generation)

Characteristics and Qualifications:

Required:

  • High School diploma, Bachelor's of Engineering or equivalent work experience

  • 2-5 years of leadership experience in a managerial/supervisory role. Can also have leadership in leading a team or project.

  • Ability to communicate effectively with management, peers, and customers

  • Ability to develop flexible business processes to support a changing environment

  • Ability to develop strategy and policy using previous knowledge and experience

  • Ability to develop strong relationships with multiple departments and divisions

  • Completed NERC Certified System Operator & PJM Transmission and Generation Certified System Operator


Preferred:

  • MBA, Business Administration

  • 5-10 years of leadership experience in a managerial/supervisory role.

  • Ability and desire to build relationships and interact with a wide range of stakeholders and staff to maintain and enhance PJM's customer service reputation

  • Experience with PJM operations, markets, and planning functions
