Your Role:

This position will serve as a technical expert and advisor for the identification, characterization, and recovery of rare earth elements and critical minerals (REE/CM) from coal mining byproducts including AMD and AMD treatment sludges. This position will also serve as a technical expert and advisor for the treatment of mine drainage from active and abandoned mining operations. The person filling this role will be expected to provide technical expertise on REE/CM and AMD projects and opportunities, to review and make recommendations regarding funding opportunities, to review technical papers and innovative technologies related to REE/CM recovery and AMD treatment, to assist with project and grant application planning and development, to undertake business development, and to provide marketing services primarily in support of abandoned mine reclamation, mine drainage treatment/abatement projects, rare earth element and critical mineral (REE/CM) analysis and recovery, watershed restoration projects, brownfields sites, and alternative/renewable energy projects. Projects will be primarily located in Appalachian states but could also be located elsewhere within the United States or other countries.

  • Work with the Tetra Tech Mining Group Manager in cooperation with other Tetra Tech offices to develop and implement business development strategies; position Tt for bidding opportunities; prepare technical and cost proposals; prepare or assist with qualification statements; and develop and give oral presentations.
  • Serve as a project manager and/or technical lead for some of the projects won and, therefore, must have the relevant technical and management skills to successfully manage and perform the type of projects described in the Summary Section.
  • Work with clients and stakeholders including watershed groups, landowners, federal, state, and local government officials, university and other academia officials, and other Tetra Tech staff with diverse technical backgrounds to plan, develop or otherwise facilitate mining, abandoned mine reclamation, AMD treatment/abatement, REE/CM characterization and recovery, watershed restoration, brownfield, oil and gas, and alternative energy projects.
  • Oversee or complete preparation of grant funding applications including identification and coordination with project partners for various federal state and/or privately funded mining, abandoned mine reclamation, AMD treatment/abatement, REE/CM characterization and recovery, watershed restoration, brownfields, oil and gas, and alternative energy projects.
  • Mentor new and inexperienced staff. Duties would include demonstration of best practices both in the office and also in the field.
  • Prepare technical reports, cost estimates, specifications, schedules, and conceptual designs in support of mining, abandoned mine reclamation, AMD treatment/abatement, REE/CM characterization and recovery, watershed restoration, brownfield, oil and gas, and alternative energy projects.
  • Some overnight travel is anticipated.

Qualifications:

  • The qualified candidate will be a senior environmental scientist or manager with a PhD in Ecology, Biology or Chemistry and 20+ years of experience focused on water quality improvement projects on mining and remediation sites.
  • Experience on civil works projects, remediation construction and earthworks, preferably those involving aquatic and terrestrial habitat restoration, is a plus.
  • Candidate must have 20 or more years of experience working directly on mining, abandoned mine reclamation, mine drainage treatment, REE/CM characterization and recovery, watershed restoration, brownfield, oil and gas, or alternative energy related projects.
  • Must be able to read, interpret, and understand design drawings and specifications, watershed restoration plans, TMDLs, AMD treatment system operation and maintenance (O&M) plans, and other technical or engineering reports.
  • Must have exceptional communication skills both oral and written for client relations, team project communications, and proposal and report development and to knowledgeably discuss relevant technical topics with existing and potential clients and to perform project tasks.
  • Computer skills must include Microsoft Word, Excel, and PowerPoint. Word and Excel knowledge is required for the preparation of reports, proposals, compiling data, and the development of various other documents.
  • Must be an independent thinker and be able to take over projects with minimal training.
  • Must possess good organizational and time management skills with the ability to simultaneously handle multiple tasks and project responsibilities.
  • Must have 20 or more years' experience working directly on mining, abandoned mine reclamation, mine drainage treatment, REE/CM characterization, watershed restoration, and recovery, brownfield, oil and gas, or alternative energy related projects.
  • Must possess the ability to work and collaborate with employees at all levels and disciplines.
  • Demonstrated expertise in projects supporting USDOE, other government agencies, and private industries with rare earth elements and critical minerals assessment and recovery projects.
  • Demonstrated expertise in water quality assessment techniques, water quality chemistry, and water treatment technologies.
  • Demonstrated expertise in the performance of water quality assessments on mine impacted sites in Appalachia.
  • Established relationships with industry experts and project stakeholders working in the mine reclamation space.
  • Expert knowledge of aquatic ecosystems as they relate to the principals pertaining to effective designs and restoration plans.
  • Demonstrated ability to interface with other engineering disciplines, water chemistry laboratories, and equipment vendors.
  • Experience with geotechnical investigation and analysis, including soil and other materials testing.
  • Knowledge of mining and AML laws and regulations and familiarity with regulatory and permitting agencies having authority over environmental impacts.
  • Experience with water sampling and evaluation related to stream assessments, AMD discharge characterization, AMD treatment system/plant performance and watershed restoration.
  • Experience with OSMRE's AMDTreat software.
  • An understanding of the geology of Appalachian coal seams and the associated mining techniques (both surface and underground) would be beneficial.
