Assistant FSO (Finance)



Job Summary

The Assistant Facility Security Officer (AFSO) is a key member of our Company's Security Clearance team and is responsible for managing and maintaining all aspects of security clearances held by assigned Company personnel. Key duties include maintaining "Desktop Procedure" guidance, maintaining access to multiple systems for the Clearance team and Field staff, and maintaining the process for gathering and maintaining company data. Additionally, the AFSO is responsible for processing visit requests, interacting with Clients as well as Government representatives, using and creating effective tools to use for audits, handling eligibility changes and a variety of administrative functions.

The AFSO will use various databases, including the DOD system of record and internal HR systems. Ideal candidates demonstrate strong leadership and a proactive mindset. The work requires strong Excel skills, comfort working in a computer based environment, the ability to maintain discretion and confidentiality, and the ability to work well in a deadline-driven environment.

Duties include
  1. Maintain a procedural guide for Sensitive Compartmented Information (SCI) requirements, process SCI requests.
  2. The AFSO will help to maintain policies and procedures for the department and help to update company / Foreign Ownership Control or Interest (FOCI) policy when Defense Counterintelligence and Security Agency (DCSA) requirements change.
  3. Processes requests for new personal clearances within the Government System of Record; establish, maintain and execute process for System of Record transitions.
  4. Manages and maintains all active security clearances for the designated company business Sectors.
  5. Handles all requests made by management and site personnel regarding clearance issues. Must be able to accurately track clearance processing and submit monthly reports to management regarding status and metrics.
  6. Maintain process to ensure periodic reviews / Continuing Education (CE) enrollments are completed on existing personal clearances.
  7. Manages and maintains personnel clearance documents the Company retains, including the security clearance electronic database.
  8. Manages the Company's clearance audit program. Conducts regular audits as prescribed; may create additional audit procedures as appropriate. Participates in and prepares for DCSA or other agencybased audits and assessments; conducts Self Inspections, at least annually.
  9. Responsible for issuing Visit Request letters to sites. Maintains current visit letters on an annual basis for sites. Maintains all government forms associated with this job function (e.g. DD254).
  10. Ensures timely termination of clearances in the system for those employees whose employment with SCIS/Paragon is terminated.
  11. Prepare, review and deliver annual training; draft special newsletters and communications for the field; work with marketing and training departments to implement.
  12. Performs a variety of office administrative functions such as preparing mail, telephone backup, filing and composing monthly newsletters.

MINIMUM QUALIFICATIONS AT ENTRY
Additional qualifications may be specified and receive preference depending upon the nature of the position

Basic Qualifications

  • U.S. Citizenship Preferred
  • At least 18 years of age
  • Ability to acquire and maintain any other specific special clearances / access requirements where appropriate.
  • Ability to obtain and retain a Top Secret security clearance.

Education / Experience
  • A high school diploma / GED is required. A Bachelor's degree is preferred. Additional relevant experience may be substituted for the required education on the basis of one calendar year of experience for one academic year of education.
  • FSO certified or willing to obtain certification within 90 days of employment.

Background Prerequisites
Must undergo and meet company standards for background and reference checks, controlled substance testing, and behavioral selection survey, in addition to any mandatory licensing requirements

WORKING CONDITIONS (Physical/Mental Demands)

Salary: $28.25 per hour
