Senior Manager Financial Operations (College of Education (Finance)



This position ensures operational and financial integrity through robust internal controls, multi-fund budget management, and analytical forecasting. The role is critical to optimizing resource utilization and maintaining fiscal accountability across a complex funding landscape that includes E&G, Auxiliary, USF Foundation, Contracts & Grants, and Agency funds-all in strict alignment with university policy, sponsor guidelines, and applicable regulatory frameworks.

In close collaboration with center directors, preschool leadership, program managers, and college administration, the Senior Manager provides high-level financial reporting, forecasting, and operational guidance. The position plays a critical role in delivering data-driven insights, maintaining budgetary transparency, and advancing the college's mission through informed financial planning.Bachelor's degree in Accounting, Finance, Business Administration, or related field.

A minimum of 4-6 years of progressively responsible fiscal or budget management experience, preferably in higher education or non-profit settings.

FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.

  • Serve as the lead financial officer for the College of Education's Centers, Institutes, and the USF Preschool for Creative Learning, providing comprehensive fiscal oversight including budget preparation, expenditure tracking, fund reconciliations, auxiliary budget management, payroll coordination, and financial reporting.

  • Collaborate with the budget team to oversee the financial administration of E&G, carry forward, foundation, auxiliary funds. Monitor budget performance, prepare financial reports and projections.
  • \n
  • Serve as a liaison with the USF Controller's Office, Purchasing, Sponsored Research, and other administrative units to resolve fiscal issues and support audits.
  • \n
  • Develop forecasting models, budget projections, and "what-if" analyses to support strategic planning for community programs and externally funded initiatives.
  • \n
  • Lead periodic reviews of financial processes to improve efficiency and internal controls.
  • \n
  • Acts as the primary point of contact to facilitate and submit appropriate appointment paperwork and communication between the academic department and the Embedded Service for Human Resources and Shared Services.
